Short answer
The main Phase 1 plazas of the Deira Enrichment Project have been handed over. Ithra Dubai, owned by the Investment Corporation of Dubai, handed over its first plaza, Sherina Plaza, in September 2020, followed by Osha, Afra, Hind and Maryam Plazas and One Deira in 2021. The Gold Souk Extension in Hind and Maryam Plazas opened on 26 April 2022. In January 2026 Ithra launched the area as Dubai Gold District, and its Gold Street was due to open in Q4 2026 (Khaleej Times, 6 May 2026). Ithra has not published a date for Phase 2, the planned marina district. The homes are leased by Ithra rather than sold off-plan.

When was the Deira Enrichment Project handed over?
The Deira Enrichment Project (DEP) is Ithra Dubai’s regeneration of the Deira waterfront, between the Gold Souk and Dubai Creek. Ithra Dubai is wholly owned by the Investment Corporation of Dubai. Phase 1 has been handed over in stages since September 2020. Propsearch also lists the area as Deira Waterfront.
Handover started later than first planned. In June 2019 Ithra said phased handover would begin at the end of 2019 (Construction Week, 24 June 2019). The first plot, Sherina Plaza, entered close-out and handover on 1 September 2020. By February 2021 Ithra had handed over Plots 11 and 3 and completed Plots 1 and 2, and said eight or nine plots would be handed over during 2021 (Construction Week, 22 February 2021).

Deira Enrichment Project construction update
The plazas on Ithra’s DEP site are open and leasing. Ithra’s site says Phase 1 has 20 districts, while Propsearch counts 21 plots, and architect AE7 listed Plots 14, 16 and 19 as still in design in 2022. No completion date has been published for those plots. The main work under way in 2026 is in the gold district. On 27 January 2026 Ithra launched Dubai Gold District, built around the Gold Souk Extension, with more than 1,000 retailers (WAM, 27 January 2026). Its Gold Street was under construction in May 2026, and Ithra’s senior commercial director said it was scheduled to open in the fourth quarter of 2026 (Khaleej Times, 6 May 2026).
Phase 2 is described on Ithra’s site as a marina district next to the Waterfront Market, with residential towers, hotels and a private marina. Ithra has not published a start or completion date for it.
Deira Enrichment Project homes and sizes
Phase 1 was planned with 50 mixed-use buildings holding 2,200 homes, 416 commercial units, 843 retail units and eight hotels with more than 1,450 rooms (Ithra Dubai, 1 September 2020). The first seven plazas delivered 1,052 homes of 1 to 4 bedrooms, 384 shops and 518,000 sq ft of office space (Ithra Dubai, 27 September 2021).
Sherina Plaza alone has two residential buildings with 350 apartments of 861 to 2,680 sq ft, a 290-room hotel and an office building (Propsearch). The Gold Souk Extension holds 295 shops, 250 offices and 468 homes (Deira Enrichment Project).

Ithra Dubai delivered Phase 1 about a year to two years after its first targets. It planned handovers from the end of 2019 and started in September 2020. The Gold Souk Extension was due by the end of 2020, then in Q4 2021, and opened on 26 April 2022 (Propsearch; Ithra Dubai). Propsearch gives Maryam Plaza an estimated handover of Q1 2021 and a completion of April 2022. Ithra’s August 2021 release said Hind and Maryam Plazas were handed over by March 2021, so sources disagree on those two plazas.
What to check before renting at the Deira Enrichment Project
- The plaza and building. Phase 1 plazas finished between 2020 and 2022, so the age and condition of buildings differ.
- The lease terms from Ithra Dubai, since the homes are offered for lease rather than for sale.
- Works nearby. Gold Street construction was still under way in 2026, and Phase 2 has no published timetable.
