The DLD inspection on 19 May 2026 recorded 12.98% complete. That is the latest official figure; the register had not logged a newer inspection by early October 2026. SAAS Properties posted a construction update in April 2026 without a percentage.

The move from March 2027 to Q4 2027 adds about nine months. Progress has averaged under one point a month since May 2025 (Dubai Data), so even the Q4 2027 date needs a faster pace than the site has shown so far.
What the SAAS Hills handover date means for payments
The main 40/60 plan takes 20% on booking and 5% every three months during construction, up to 20% in all, and leaves 60% for handover (Continental Club; JRE). On the median 1 bedroom price of AED 1,726,952, the handover payment is about AED 1.04 million; on the median studio at AED 984,368, it is about AED 590,600.
Because the construction instalments are capped at 20%, a later handover mostly delays the 60% payment rather than adding instalments. Plans with 50% or 40% on handover were also sold (offplans.com).
What to check before relying on the SAAS Hills date
- The completion date in the SPA, which may say March 2027 for early buyers even though the developer now gives Q4 2027.
- The grace period and any compensation terms in the SPA, measured against that contract date.
