When will Dubai Creek Harbour be completed?
Short answer
Dubai Creek Harbour has no single completion date, because Emaar builds it tower by tower. The latest registered completion date on the Dubai Land Department (DLD) register is 31 August 2030, for Valia, after Creek Haven (31 March 2030) and Creek Bay (30 April 2030). The most advanced towers still under construction are Creek Waters 2 at 81.84% (DLD inspection, 31 July 2026) and Creek Waters at 81.08% (3 August 2026), due 31 December and 30 September 2027. Dubai Creek Tower is not on any timetable: its construction tender was pushed back in June 2026, and Emaar has not published an end date for the whole master plan.

Dubai Creek Harbour completion date: the latest position
Dubai Creek Harbour will not be completed on one date. Emaar builds it tower by tower, and each tower has its own registered completion date with the Dubai Land Department. On the register in October 2026, those dates run from 30 September 2027 for Creek Waters to 31 August 2030 for Valia. Full details of the community are on the Dubai Creek Harbour page.
Emaar counted 10,582 completed homes in September 2025, with 7,217 more due by 2029 (AGBI). Several Creek Beach blocks, Creek Palace and The Cove II have since been recorded as finished. Dubai Creek Tower and the Dubai Square mall have no confirmed completion date, so the master plan has no published end date.

The pattern so far is that Creek Beach and The Cove II finished on or before their marketed dates. The one long delay is Dubai Creek Tower, where construction stopped in 2020.
What the Dubai Creek Harbour dates mean for payments
Emaar sets payment plans tower by tower, so the amount due on completion differs across the community. Real Estate Club Dubai reports an 80/20 plan at Emaar Green Gate, which would leave 20% of the price due on completion. Emaar has not confirmed that plan in its own announcements. For towers with no registered completion date filed, such as Aeon, Oria, Valo and Arlo, the SPA is the only document that fixes when that final payment falls due.
What to check before relying on a Dubai Creek Harbour date
- The DLD project name of the tower. The register uses names such as “Address Residences L Dubai Creek Harbour” and the land area Al Khairan First, not always the marketing name.
- Whether a registered completion date is on file. Four of the towers most advanced in 2026 had none, so portal quarters are estimates only.
- How far the tower has to go. Towers due in 2029 were between 5.85% and 64.20% built in mid 2026, while those due in 2030 had barely started.
- Supply finishing at the same time. About 7,200 homes are due by 2029, and Creek Waters and Creek Waters 2 alone finish three months apart in 2027.

When will Dubai Creek Tower be completed?
No date has been set. Construction stopped in 2020. Emaar chairman Mohamed Alabbar said in January 2026 that a construction tender would be offered within three months, and AGBI reported on 23 June 2026 that the tender had been delayed by at least four months because of higher material costs.
Is Rosewater at Creek Beach finished?
Yes. Propsearch lists Rosewater at Creek Beach, three buildings of 9 to 13 storeys, as complete. The DLD recorded all three buildings 100% built on 7 November 2024 and gives a handover date of 1 June 2025.
