IRTH Group gives an anticipated handover of Q1 2029 for HQ by Rove, and the Dubai Land Department (DLD) project register lists a completion date of 31 March 2029 for the project, registered as Hq By Rove, number 4143. Unlike many off-plan projects, the developer date and the registered date line up. The open question is pace: in July 2026 the site was at foundation stage, with about 32 months left to the registered date.

IRTH’s record on its residential towers is the main reference point. Rove Home Downtown had a registered completion date of 30 April 2026, but a DLD inspection on 9 June 2026 put it at 62.69%. Rove Home Marasi Drive was 10% complete on 6 July 2026 against a registered date of 31 August 2027, and Property Finder had earlier shown March 2027 for it (DLD register via Mitchell’s).
What the HQ by Rove handover date means for payments
The plan is 50/50. Buyers pay 15% down, then 5% on each of 1 November 2025, 1 April 2026, 1 September 2026 and 1 February 2027. Three further 5% instalments are tied to 40%, 60% and 80% construction progress, printed as due on or before 1 December 2027, 1 May 2028 and 1 November 2028. The last 50% is due on completion (IRTH brochure dated 29 September 2025, via Mitchell’s).
The dated instalments mean 35% is paid by February 2027 regardless of progress. If construction runs late, the milestone instalments and the 50% completion payment move later with it.
What to check before relying on the HQ by Rove date
- The anticipated completion date and grace period in the SPA, given that IRTH’s first tower passed its registered date before reaching 63%.
- How the progress-linked instalments are triggered. The brochure wording “on or before” a date should be matched against the SPA clause.
- Inspections in 2027. The plan expects 40% progress by 1 December 2027; DLD readings will show whether the site is on that track.
