Empire Gardens handover date: the latest position
Empire Gardens is due for handover in Q4 2028. Empire Developments publishes that quarter, and the Dubai Land Department (DLD) register lists a completion date of 31 December 2028, the last day of it. See the full project guide for Empire Gardens.
The building is at the very start of construction. The DLD register records the start as 25 April 2026, and the inspection on 1 July 2026 put progress at 0.04%. The previous inspection, on 12 December 2025, recorded 0.00%. Empire Developments launched the project in October 2025, so sales ran for about six months before registered work began.

The handover quarter has not moved. Binayah’s launch page gives Q4 2028 in its description and Q3 2028 in its summary box, the only source to mention an earlier quarter.
What the Empire Gardens handover date means for payments
The plan is 20% on booking, 36% during construction and 44% after handover (Ezre and Binayah). Data Habibi splits it as 35% during construction, 1% at handover and 44% over 44 months after handover. The handover date therefore sets two things: when the keys are released and when the 44-month post-handover schedule begins. A later handover pushes the whole post-handover schedule back with it.
What to check before relying on the Empire Gardens date
- The completion date and grace period in the SPA, compared with the registered 31 December 2028.
- Whether post-handover instalments start at the actual handover date or at a fixed calendar date in the SPA.
- DLD progress for project 4246 in 2027. At 0.04% in July 2026, almost the whole build has to fit into the roughly 27 months left to the registered date.
